Implementation
The development will be delivered in the interest of community participation, partnership and governance through an inclusive growth model. This model accepts private investment but ensures that an element of control and finance remains in the communities hands. Ownership of assets will be transferred to a community land trust, ensuring that funding will be directed through the CLT.

Advantages and Disadvantages
Transferring the site assets to a CLT will save money and generate money in the long term through building usage and community events. The money will be kept in the local economy, contributing to maintaining a high-quality urban environment and building maintenance. Financial and contractual independence will allow for genuine community control without being bound to a third party.
However, finance largely through grants is difficult to acquire and presents a finite amount of money until the site can begin generating profit. Similarly, managing finance and the site will be challenging without the proper experience or training, incurring further costs.
